Om het slib, afkomstig van de circa 80 afvalwaterzuiveringsinstallaties, (AWZI’s) in Zuid-Holland efficiënt te verwijderen gingen onderstaande vier waterkwaliteitsbeheerders samenwerken: Hoogheemraadschappen Delfland, Rijnland, Schieland en het zuiveringsschap Hollandse Eilanden en Waarden. (DRSH). Het doel was om gezamenlijk oplossingen te zoeken voor het verwerken van het slib. Met toenemende milieu eisen en gebrek aan ruimte bleek het storten of composteren op lange termijn geen juiste oplossing. Een SVI met behulp van slibdrogers, wervelbedovens en een rookgasreinigingsinstallatie bleek de grootste volumereductie en de minste milieubelasting op te leveren. Tevens werd gezocht naar voordelen in de restproducten- en afvalwaterafvoer, energie uitwisseling, logistiek en bedrijfsvoering. Die werden gevonden op het terrein tussen afvalverbrandingsinstallatie (AVI) GEVUDO en de AWZI aan de Baanhoekweg in Dordrecht. LURGI Energie und Umwelt GmbH werd de bouwer van de installatie. Start bouw begin 1991. SVI in bedrijf eind 1993.
