Nico werd in deze periode een keer lijsttrekker in 1986. Hij legde met VVD wethouder Nico Maas de basis van een college PvdA/VVD zonder CDA. Voor CDA wethouder De Kovel was dit een zware slag, maar kort daarna werd hij burgemeester van Nunspeet. Nico heeft zijn naam verbonden aan stadsontwikkeling en het opknappen van de oude binnenstad. Hij werd ook ereburger. Zijn stijl was anders dan die van wethouder en partijgenoot Piet C. Janse. Piet was de man, die altijd graag het stuur vast had om de richting in handen te houden. Volgens Nico kan hij vanaf de achterbank ook de richting aan geven.
